Whenever something new is implemented in an organization, there is an adjustment phase with some people getting comfortable more quickly than others. I believe the key is how something, like scrum techniques, is presented and whether people can see the benefits of it.

If organizations wish to adapt scrum techniques as a project methodology, of course, they will have to face resistance from C-Level managers because scrum is described to them through a different filter than developers. C-level managers hesitate to dip to scrum/agile principles as they are unskilled with these terminologies.
